On October 31, 2020, Project partners, ZUO Xianyu and GE Qiang from of School of Computer and Information Engineering of HENU, participated in the launching meeting of the National Key Research and Development Program - Key Intergovernmental Special Cooperation in International Science and Technology Innovation - Asia Oceania Regional Integrated Earth Observation Knowledge Hub and Application Demonstration Project (No. 2019YFE0126600) in Changzhou, Jiangsu Province. The key project, is declared under the lead of Institute of aerospace information innovation, Chinese Academy of Sciences, and is jointly declared by the Institute of Geographic Science and Resources of the Chinese Academy of Sciences, Beijing Bai Fen Dian Information Technology Company, Beijing Tsinghua Tongheng Urban Planning and Design Institute, and Beihua Institute of Aerospace and Technology. And their overseas cooperative institutes are the National Ocean Research and Development Institutions of Japan, Geoscience Bureau of Australia, Academy of Aerospace Studies of Korea. ZUO Xianyu from School of Computer and Information Engineering took the lead in the project "AOGEO Knowledge Hub Service Platform Development".

The key intergovernmental special projects for international scientific and technological innovation cooperation under the State Key R&D Programs shall be refined according to the different characteristics of scientific and technological innovation cooperation with developed countries, neighboring countries, other developing countries, international organizations and multilateral mechanisms. It will support key tasks of scientific and technological diplomacy and international scientific and technological innovation cooperation in an all-round way by supporting major flagship intergovernmental scientific and technological cooperation projects, conducting joint funding for joint research and development, promoting exchanges and demonstrations of cooperation among scientific and technological personnel, encouraging participation in major international scientific projects (plans) and sharing of large scientific and technological infrastructure. Through strengthening overall coordination, concentrating resources for scientific and technological innovation cooperation, perfecting the layout of intergovernmental scientific and technological cooperation in a whole chain from basic frontier and major common key technologies to application demonstration; through promoting cooperation in specific projects, ensuring the implementation of agreements and commitments, and more importantly our country’s diplomatic propositions, initiatives and commitments in the field of science and technology, displaying the image of China as a responsible major country. In order to serve national economic and social development, we are going to promote the construction of a global innovation cooperation network and to enhance the cooperative innovation in sciences and technologies, and  to deal with major global and regional common issues by improving intergovernmental scientific and technological innovation cooperation.
