1. Project positioning

"111 plan" by the ministry of education and the state administration of foreign experts affairs jointly organize the implementation, in order to build a world-class academic innovation base as the means, exchanging and intensify crossed the introduction of overseas talent, gathered a group of world first-class talents in higher school, further enhance the level of the institutions of higher learning of introducing foreign talents, promote the fusion of overseas personnel with domestic scientific research backbone, form the international academic team, high level of cooperation study, high-level talents cultivation, high quality academic exchanges, focus on building a group of subjects with independent innovation ability, enhance scientific and technological innovation ability and the comprehensive competitiveness of institutions of higher learning.

2. Construction standards

Relying on the discipline should be the domestic first-class advantage characteristic discipline, the construction has the state, the provincial and ministerial key scientific research platform, has the good international cooperation research foundation. Relying on the discipline, there should be more than 10 domestic talents team, including five excellent academic leaders and top talents. Domestic academic research team leader is generally not more than 60 years of age, the scientific research backbone members age, is generally not more than 50 years, member of both houses, one thousand plan, the Yangtze river scholar, outstanding youth fund gainer in countries such as the talent plan winner should occupy a certain proportion.

3. Introduction of objects and conditions.

(1) a team of more than 10 overseas talents should be employed, including: 1 international first-class academic master, 5 high-level academic backbone; Or the establishment of more than 10 international first-class overseas teams.

(2) overseas talents should serve in the top 100 universities and research institutions in the world, or be employed in the teaching and research posts of world-class disciplines, and have a good basis for cooperation with this discipline.

(3) overseas talents should possess foreign nationality, be friendly to China, have high moral character, rigorous scholarship, and have a spirit of cooperation. The international academic master is generally not older than 65 years old (the winner of the Nobel Prize for international science and technology can relax the age limit properly), and the academic cadre is generally not more than 55 years old.

(4) or international academic master shall be the foreign national academy of sciences academician or internationally recognized first-class experts and scholars, with its academic level in the international field in a leading position, through internationally recognized important achievements.

(5) the overseas academic backbone shall have the same position as the associate professor or equivalent in the host country, and have obtained the recognized and innovative results in the field.

(6) domestic working time: each of the international academic masters accumulated in principle no less than one month per year; In principle, the overseas academic backbone should accumulate no less than 3 months per year in principle. Generally, more than one overseas academic backbone should be kept in the base for a long time.

(7) two "111 bases" in China shall not bring in the same international academic master at the same time.

4. Declaration and review procedure.

The "111 plan" management office shall organize the declaration and review.

(1) the university shall fill in the application form for the program of innovation in the discipline of higher learning, and submit it to the management office of the "111 plan";

(2) the "111 plan" management office shall conduct formal review of the declaration materials of the planned project, and organize expert committee experts to review the projects through formal review;

(3) project approval of the "111 plan" management office.
