On November 5, the 5th theme forum of the Union of Sino-German Cooperative Running Universities was held in HENU. This forum is one of the activities for the 110th anniversary of HENU and the 20th anniversary of the International Education College. It is sponsored by the Union of Sino-German Cooperative Running Universities, and organized by the International Education College and the HE Internationalization Research Center of HENU. The theme of the forum is "Construction and Practice of the Quality Assurance System for Sino German Cooperative Education".

Huaxing WANG, Director of the Foreign Exchange and Cooperation Division of the Department of Education of Henan Province, Shenglei FU, Vice President of HENU, and Chengsan YANG, Representative of the Union of Sino-German Cooperative Running Universities and Executive Vice President of the Sino-German College of University of Shanghai for Science and Technology, respectively delivered speeches.

Liqun MAO, Director of the International Affairs Office of HENU, attended the opening ceremony.

Professor Michael Röther from Hamburg University of Applied Science and Technology, Germany, Professor Jun LIU, Dean of Kaiserslautern College for Intelligent Production of Shanghai Dianji University, Professor Jun CHEN from Northwestern Polytechnical University, Yan AN from Sinojiobs, Xiaoyong MA, Dean of International Education College of HENU, and Yingmei LUO, Director of Office of HE Internationalization Research Center of HENU, etc delivered keynote speeches centering on Sino German Education Quality Standards, the ability of Chinese foreign cooperation in running schools to serve the society ,etc., sharing their experiences and research results.

Chuangfeng WANG, Secretary of the Party Committee of the International Education College of HENU, and Xiaoyong MA respectively presided over the opening ceremony and the theme forum.

Huaxing WANG introduced Henan higher education and Sino-foreign cooperation in running schools in her speech. She said that Henan Provincial Party Committee and Government attached great importance to the opening up of education, attracting high-end high-quality education resources at home and abroad through high-level Chinese foreign cooperation in running schools, alleviating the contradiction between the supply and demand of higher education resources to a certain extent, cultivating a number of international innovative talents, and providing intellectual support for Henan's economic and social development. It is hoped that through the discussion of this forum, we can understand the new situation, solve new problems, find new countermeasures, improve the quality of Sino foreign cooperation in running schools in Germany, and open up new space for exchanges and cooperation in education in Germany in the new era.

Shenglei FU said in his speech that HENU established the International Education College to respond to the demand for international talents from the economic and social development of Central Plains and the lack of high-quality higher education resources in Henan, which promoted the exchange and cooperation between Henan University and foreign universities. With the strong support of the national "Double First-Class" university construction and the "Double Aircraft Carrier" strategy of Henan higher education, HENU's foreign cooperation and exchange will be more and more advanced.

In his speech, Chengsan YANG said that the goal of the Union of Sino-German Cooperative Running Universities is to pool all forces and better play the important role of China Germany cooperation in promoting the internationalization of China's higher education.

At the thematic forum, the participants shared their thoughts and research results on the quality assurance of Sino German cooperation in running schools.

Xiaoyong MA, based on the development history of the International Education College, emphatically introduced the achievements of the College in terms of school running quality assurance and social service. He said that the college has played an important role in meeting the needs of society for diversified, high-quality and international education. The first is to insist on seeking breakthroughs in the extension of educational resources introduction; the second is to insist on seeking cooperation in the dialogue of program operation management; and the third is to insist on seeking transformation in the introduction of model innovation. Since its establishment, the college has offered more than 10000 graduates to the society, distributed in all walks of life, greatly improving the college's ability to serve the society.

Taking Shanghai Hamburg College as an example, Professor Michael Röther introduced the implementation measures to ensure the quality of Sino German cooperation in running schools. Both China and Germany carry out teaching activities through the E-learning blended mode, strengthen the guarantee of teaching quality, and focus more on the cultivation of professional ability based on German language ability. At the same time, a bridge between the college and the company is built through the Career Center to support students' career development.

In her speech, Yingmei LUO shared her thoughts on the importance of wisdom localization  in Chinese foreign cooperation in running schools. She said that Chinese foreign cooperation in running schools should gradually establish a system of school running theories and experience that are suitable for China's social and cultural situation.

Jun LIU, Jun CHEN, Yan AN and other guests shared and exchanged views on the integration of production and education in Sino German cooperation in running schools, the challenges and countermeasures of transnational education programs in the post-epidemic era, students' career choices and skills improvement.

After the end of the theme forum, the 2022 annual meeting of the Union of Sino-German Cooperative Running Universities was held. All Council members exchanged information on the development of Sino German TNE programs, reviewed the applications of new members to join the Union, and agreed on the work plan for 2023.

The Union of Sino-German Cooperative Running Universities was officially established in October, 2018. It works under the guidance of the Department of International Cooperation and Exchange of the Ministry of Education and the China Education International Exchange Association. At present, there are 20 member universities with Non independent legal person Sino German cooperative  institute or program(s) approved by the Ministry of Education.
